Why thirteen matters more than it sounds
Etsy search matches on your title and your tags. The description is barely used for matching — it exists to convert someone who has already arrived. That makes the thirteen slots the primary surface, and a listing that fills six of them is competing on roughly half the coverage of one that fills all thirteen.
The twenty-character rule, and why single words waste it
Each tag caps at twenty characters including spaces. Twenty characters is enough for a phrase, and phrases are what buyers type. “necklace” is one tag competing against millions of listings; “gold layered necklace” is one tag competing against thousands, and it is closer to what someone actually searches. The slot costs the same either way.
Do not repeat your title in the tags
Your title is already indexed. Repeating those exact words in tags spends slots without adding coverage. Tags earn their keep on what the title had no room for: occasions, recipients, materials, style, and the colour variant that did not fit.

Unlike Amazon, which runs separate country marketplaces with their own limits and localisation, Etsy is a single global storefront. There is no per-country variant to maintain — which makes it the lowest-friction second channel for most sellers, and also means your competition is worldwide. Is choosing tags the same as keyword research?

How often should I change my tags?
Revisit underperforming listings periodically rather than constantly, and re-tag seasonal listings well ahead of their buying peak rather than during it. Constant churn makes it impossible to tell which change did anything.
